 I received a NOA I-797C letter from NSC (Nebraska Service Center) Post marked June 13, 2006 that says: We have reaffirmed our decision. We have forwarded the case back to TDOS (The Department of State) aka NVC for Action However, I Received also from NSC June 13, 2006 a DECISION letter which says: After review of the record, including any response you have sent to this office. The approval of the petition is reaffirmed and the petition has been forwarded to the United States Consulate/Embassy at Ho Chi Minh City. By Law, On Consular returned petitions they must keep a copy of my petition in the Visa Unit in HCM, so why send it Nebraska?

What is HCMC going to do with “The DECISION letter?” Are they on alert? He’s back? NVC on alert of what’s forth coming? Anyone thoughts please?

I'm not entirely sure what your asking in your question  , but it does appear that reaffirmed would be a good thing for your case. Looks like the reaffirmed decision went back through the necessary channels again (i.e. NSC to NVC to HCMC).

Best of luck. Perhaps your answer will soon come in further communication from the US Consulate in HCMC!

The decision to reaffirm your case was probably made in Nebraska. It is being sent back to HCMC via the NVC with a recomendation that a visa be issued. Unless the Consulate makes a big fuss, it is likely that your sweetheart will get a visa, eventually.

I am not certain if your physical file would have been sent to Nebraska. I am guessing it would have, and what HCMC has at this time is an electronic file. At any rate, these are definately positive developments for you.
