Does the I-134 Affidavit of Support have to be sent with the Applicant's Statement and DS-230 Part 1? The packet was mailed to my fiance but when I emailed the embassy they also attached the Applicant's Statment and DS-230 in the email response. On the Applicant's Statement, at the bottom it says

Enclosures:

1) I-134

2) DS-230 Part 1

3) Photo Instructions

07/02/2008 - MAILED I-129F TO VSC

07/28/2008 - NOA1

03/25/2009 - NOA2

03/30/2009 - NVC mailed I-129F to New Delhi

04/06/2009 - New Delhi Embassy mailed Packet 3 to fiance

04/11/2009 - Mailed back Packet 3 forms to Embassy

05/16/2009 - Received Packet 4

05/21/2009 - Submitted documents to VFS office

06/03/2009 - Interview. Visa approved

No, for Packet 3 you only need to send the DS-230 Part 1 and the Applicant Statement. The I-134 will get turned in to VFS with all the Packet 4 stuff.

PS. You can't turn in Packet 3 in person at the Embassy anymore so the best way to do it is to express courier it there. This is a newer thing so I just wanted to throw it in there! My fiance showed up in person to turn it in and they told him no, he had to mail it.
