Birth certificate apostille...

Hi everyone. New poster here. I don't know if I posted this in the correct forum so if it's not in the right place, I apologize.

I have a question regarding certifying or "apostille" my birth certificate. I will be getting married in Romania this summer and I saw that to be married there I would need my birth certificate certified. We will be applying for the K3 after we marry. Here's my question: I was born in Puerto Rico so I have a Puerto Rican birth certificate. I now live in Florida. To get my birth certificate certified would I send it to my Secretary of State in Florida or to the Puerto Rican SoS? Thanks to anyone that can help.

Send it to Puerto Rico, they are the only ones who can issue the Apostille. Cause Puerto Rico is where you were born, so place of birth, such as State or Country is the ones who are the only ones to issue it.
