this is one of the question on the form ds-230 part 1, please tell me if this means elementary, middle, and high school or what?

I put high school and upwards.

I would only give the lowest (and upwards) institution(s) which provides a degree or certificate that is widely recognized....

So, in the US, I'd count high school because they give diplomas as the lowest...but not Kindergarden (even if they give out certificates...)

Then all colleges or any other post secondary classes you took in an effort to get any other widely recognized certificate (like A+) or maybe even vocational schools.
