Here's where the problems arise. Most average people do not understand police policy and really don't understand what is involved in making split-second decisions in high-threat incidents. What usually happens is the media (and Al Sharpton) are quick to jump on them for making a poor or improper decision instead of attempting to change the policy that lead them to be in the situation to begin with. We can take that back to the "crime prone" areas and make the argument that if there's more of a likelihood to be involved in a "high-threat" situation, then there's more of a likelihood for a bad policy decision to be made.

Agreed.

Unfortunately, there's a code of silence in crime ridden neighborhoods and lot of people in those areas aren't upwardly mobile so crime persists and they don't get angry until a family member is killed. It's easy to scream about the police and riot periodically than change the culture of crime in a community. Pack up and move elsewhere.
