I need help plzz

in I -1864 #25 federal income tax return information;

i have tax retun from yr 2008(most recent ) and 2007( second most recent) but not for 2006 b/c i did not file so i am just sending the explaination letter with this but my question is do i still have to check the first box where it states i have filed a federal tax return for each of the three most recent tax yr and put zero in 2006 or do i have to check the second box but that is for 2nd and 3rd most most recent tax yr.

any suggestion
