do these 2 phrases mean the same thing?

I posted this in another section but didn't get a response, thought it might get a better response here.......

Hello,

My wife is in the Philippines and we have a passport problem.

She went home on a VD and while there had to get her passport switched from her ex-husbands name to mine.

She had the court certified copies of the annulment papers and of our marriage license.

The DFA said she needed to have a " PETITION FOR RECOGNITION OF FOREIGN JUDGMENT "

My question is:

Is that the same as having the papers " AUTHENTICATED" at the Philippine embassy in America?

I was told once "authenticated" in America, I can send them to her and she can take them to the DFA or NSO.
