Yes it is necessary. You can't leave the country if you don't have it. You can simply have that sticker when you receive your visa by going to CFO

All Philippine citizens must go through CFO training before being allowed to leave the country. The training can be taken before getting the visa or after getting the visa. After training is successfully completed a sticker will be placed in the passport after the visa is shown.

Yeah I think it is still valid as long he never used the certificate before to get sticker...Does he had sticker before?

Requirements for Registration

Original valid passport;

Original and photocopy of visa;

One (1) 2x2 or passport-size photograph;

One (1) valid identification card with photograph;

Original and photocopy of Confirmation of Permanent Residence (for CANADA-bound emigrant);

Original and photocopy of Immigrant Data Summary (for USA bound emigrant);

Original and photocopy of letter of approval for Work to Residence visa (for New Zealand bound emigrants);

Photocopy of employment contract(for immigrant workers);

Duly completed registration form (downloadable at www.cfo.gov.ph);

Payment of P400.00 registration fee; and

Attendance in the PDOS or peer counseling session;

no, he hasn't used it to get sticker. he went as my fiance but the petition was canceled. we got married and refiled for spousal petition. so now he is waiting for the visa to be delivered by delbros. so he can just go straight to get the sticker, right? can it be stamped at the airport. he's departure time is 6:25 am. will there be a CFO rep there that early?
