On the I-864 affidavit of support form, we are asked to report my fiance's income on the federal tax returns for the most recent THREE years. What if my fiance has only filed for two years? Cause the other year he did not earn enough to file his taxes? Can we just file for two years and type a letter explaining why?

I think that should be fine. The most recent tax year is more important. The letter is a good idea.
