Help with Motion to reopen

Hi, I am writing this post for a a friend who just received a letter saying that his I-485 is denied because he did not send the certified final disposition on his arrest (DUI). The letter says he has to file a motion to reopen form I-290B. His wife petitioned for him, he is confused because he doesn't understand who has to file the form, if it is him or his wife, he doesn't have money to pay an attorney. I appreciate any advise you can give me.

I don't usually say this to people, but at any appeals stage, I would recommend consulting an attorney. In most metropolitan areas, there are many legal clinics that can provide inexpensive legal advice. While your friend might not want to spend the money for counsel, this is a serious matter and deserves serious attention.
