Paying DELBROS at US EMASSY MNL while Beniicairy Abroad

Hi there....I received my packet 3 from US Embassy here in Kuwait via email.Then i got another email from them ater few seconds. They asked us to pay DELBROS at USEMABSSY MANILA.!! Lol...does anyone here had an experience like ours? They instructed us or a relative to go to US EMABSSY MANILA and present the attached letter and pay 650php for Marriage Index Check. Once its been paid, they said to send a copy of the receipt. Does anyone know approx. how long will the DELBROS be able to respond or forward the results to other US Embassy?
