in my case, I got to CFO seminar when I applied for Korean tourist VISA to visit my husband (US Army) who is stationed in Korea (that was June last year), that time my US VISA application is on process, I think I was on NOA proces that time, just not sure because I really wasn't aware about the process until I got interviewed..anyway...when I got there, I was surprised that my seminar is about migrating to U.S. instead of topics about Korea where I am applying VISA for that time. I am completely clueless that time, I learned just now that CFO seminar is required when traveling to US after VISA Immigration is approved. Now that my VISA to US in on it's way(I got interviewed last June 12) I'm pretty much done with CFO seminar last year, somebody told me that CFO expires yearly, so I am assuming I have to renew it and have to attend the seminar again.

I suggest that you wait for the time of your interview so you don't have to renew it again.

hi there!

Certainly yes you can go to seminar with your cousin its not prequisite. It's just that you cant get a stamp from CFO its just the certification. In my case I need to go to CFO just to get my passport. Now I need to go back to CFO to get my stamp. I hope Ive helped you.

yes, you can attend the CFO Seminar but you need to go back there again for the stamp once your visa was issued.
