My OH didn't have a birth cert when we started this process, his mom had to get a passport when she decided to visit us in the UK. If I was evacuating, high on my priorities of things to bring would be water, food, batteries, torch, radio, NOT my entire file of immigration papers.

If the authorities want to do a house to house investigation after before or after an emergency situation, they are fully entitled to do it. But in an emergency situation their procedures should be strictly about safety of all people within harms way.
