I believe to be able to marry in the UK you have to prove you have been living there for at least a few days (you might have to show utility bills, bank accounts, a lease, etc). Maybe you can check the Home Office website about the legalities of marrying in England and Wales. However this is what I found out doing a a quick search online:

What is your intent? Eventual immigration to the UK, the US, or neither?

Even if the intent is to enter the UK only for marriage and then to leave a visa will be required. In that situation you need a "visit for marriage" visa. I'll admit the poster hasn't given us enough info, they may both currently have status in the UK

Im sorry,couple of users ave complained for lack of information.i am a pakistani student in the uk and i plan to immigrate to the us.i was wondering if me and my us girlfriend who will visit the uk on a visitor visa can marry in the uk since both of us are non eu citizens.i hope i havent leftout any details this time.thanks for all your help,have a fun weekend.

In that case she'll need the visit for marriage visa. The UK is a bit more strict then the US on this regard.

If you have intentions on settling down in the UK , she'll need the fiance visa. Stay or go, both require visas.

Also, I believe you'll need to get an notice of acceptance for yourself from the Home Office before you can get married and you have to meet certain criteria (since your a non EU Foreign National with current residency inside the UK). The criteria is that you must be on a visa longer then 6 months with more then 3 months leave to remain still on the visa. Now to be honest i'm not sure if this applies to your current situation since your marrying an american and not a british subject. But, I would give the home office a call just to be on the safe side.
