I am not sure about you being able to DCF when you're in Manila nad hubby is in Iraq (both USC and spouse need to reside in the same consular district for DCF) -- ALTHOUGH I do know that military personnel get some sort of expeditious treatment. Does the website give you an email address? Contact the Embassy; and your hubby could also ask his CO about this.

Good luck!!!!
