Issues Packet 4? Yes
Packet 4 Contents (if known): Packet 4 is the Visa Interview Appointment.
They send an email with the instructions and some get it by regular mail.
Forms to Consulate? Form DS-230 Part I and one 2x2 inches photo has to be sent first and right after receiving Packet 3 instructions.

Then gather and send everything that is requested on the Packet 3 Instructions:

How many Passport Photo's Required for the medical? 1
How many Passport Photo's Required at the interview? 3
Estimated waiting time at the consulate on the day of interview? The embassy will not let you in until 15 minutes before the scheduled interview time. Print and have with you the email with the interview appointment to present at the entrance.
Vaccination requirements? NONE AT THIS TIME FOR K-1 VISA
Cheap and good hotels near the Consulate? I bet good since is Palermo zone.
Additional Info? Police certificate is obtained at registro nacional de reincidencia. http://www2.jus.gov.ar/reincidencia/RN_ATENPRIVADO.HTML
(processing times vary from 8 hours to 5 days, with different fees)

You must send in a photocopy of everything on the checklist BEFORE the interview. This is a new requirement! This includes the passport style pictures and the sealed envelope you receive at the medical exam too!.

To demonstrate residency in a consular district, American Citizen petitioners must be able to show that they have permission to reside in the consular district and that they have been doing so continuously for at least six months before filing the petition. Individuals who are in the country on a temporary status, such as student or tourist, would not be considered to meet the residency standard.
