Because the DS 260 will be used at the time of interview and by that time, we will finish our medical test and have all medical records as per NVC rules. Embassy-approved panel physician records are accepted. Please note that medical tests should be scheduled ONLY after we receive interview letter.

Visa approved . thanks to all VJers and good luck to all future applicants!
first round with an Indian - she took my passport and sealed medical report and then asked: who is calling you there (spouse), have you completed fingerprints, when did you meet petitioner last time, why did i have a notarized affidavit to support my birth certificate (answer: because my name could not be included on birth certificate due to a government regulation that name cannot be included on the birth certificate if the certificate is requested after 15 years of birth). returned all my civil documents and took ds-260 confirmation copy and later gave the pamphlet about rights in the US and asked me to go through it later.
after that, waited for approx. 15 minutes when name was called out for the next round:
second round with an American - She asked which language would I like to be interviewed, then asked me to read out/take the oath. Then asked: who is calling you there, when did you get married, was it a love or arranged marriage, where did you go for your honeymoon, when did you meet petitioner last time, where does he work, with whom does he live there and then she said 'congrats, your visa is approved' . She then handed the page with instructions to pay $165 and said we should pay it before I land in the US.
very pleasant experience at the consulate. both officers were extremely polite throughout.
called ustraveldocs customer care and they informed that when we go to pick up our visa at the pickup facility, we will be given a yellow sealed packet that should be taken unopened and submitted at the port of entry in the US

Once NVC starts working on our case, the process will go until we are case complete. But, even if we are case complete (i.e., NVC finishes reviewing all our documents), what is important is that our PD should be before the cut-off date in the VB published after our case complete for an interview to be scheduled. Else, our documents unfortunately will lie in cold storage at NVC. Hence, it is important that our PD should be before the retrogressed date (as of now, the retrogressed date for F2A is Sep 8, 2013 for the month of October. We should just hope it does not go anymore backward than that.)

I called NVC to check about DS260 and the rep said what matches with Omnia's post. This is what the rep said:
1. if we need to submit our DS230 for the first time after Sep 1, 2013, we have to send the DS260 online now and no hard copy DS230 anymore
2. if we receive a checklist for our previously submitted DS230 hardcopy, then we need to submit DS260 online (which means even if we sent hardcopy DS230 earlier, due to the checklist, it becomes null and void and hence submission of DS260 is needed).
He was also clear that AOS and DS260 are not related.
So, for all of us who have submitted DS230 hard copy before Sep 1, 2013 and do not receive any checklist FOR IV, I understand we are good without the online submission.
As apple said, I logged onto the ceac site just now and see that the DS260 is accessible to me too. However, as suggested by Shabbera, I would like to wait for an email before filling it (I will call the NVC once today again to check that, will post response after that).
As posted by Shabbera, I also agree it has been made accessible to most of us because 1) we have finished paying our IV fee, or 2) due to the IT department's issue or 3) in case there is a checklist for IV, we anyway need to fill DS260 and hence all of us who have not got case complete emails are able to view it.
Anybody whose case is complete, probably somebody like shtu, can you please update us if you are also getting the DS260 online when you login to the ceac site? Thanks in advance.

I am an I-130 applicant for F2A category. would like to know what is NOA1 and NOA2. because I have received only one notice of action and there is no mention of the numbers 1 or 2 on that. thanks in advance.
