2017 dv lottery but still haven't got my passport returned to me

I have passed the interview on february 16, 2017. I was told that my visa is approaved. I checked my visa status, it showed "issued". Three weeks passed, I didn't get my passport returned to me. I called the ambassy, they told me to wait. I did, months passed and haven't got my passoprt back yet, I contacted the consulate so many times, they kept telling me the same thing" not yet". September 30th was supposed to be the deadline for 2017 dv lottery winners to get the visa. The issuance of the visa is expired now along with my medical file. I contacted the consulate recently, they said " still under procedures, if there is something new we will contact you". I really got confused about what is going on with my case. I am all clear and clean. I stopped my studies based on the fact that my visa was printed and issued. Please, what should I do?!

You won't be getting the visa. All processing for 2017 stopped September 30. Ask for your passport back. 

 

Never, ever quit jobs, stop school, sell property or buy plane tickets until visa in hand. They always say this so not quite sure why you wouldn't follow it.
