Coming to take USMLE Step 2 CS Exam while I-130 Pending

Timeline

Hello everyone, I am a US Citizen filing for my wife, we have a I-130 NOA1 Date of 5/19/2017. 

 

She is currently in medical school in India and will graduate March 2018. She is planning to apply for residencies in September 2018. 

Those who know about the medical process know that USMLE Step exams need to be taken before applying for residencies. She finished Step 1 and Step 2 CK. 

 

The Step 2 CS exam needs to be taken in the US. She currently has a B2 Visa. Is she allowed to come on the tourist visa to take the exam while the I-130 is pending? 

 

In case she can come, what questions will be asked by the POE Officer if they see she has an I-130 pending? As she is a student and is not employed, and currently lives with parents and doesn't have property, the only ties from her home country she can show is a letter from her college. Will it be sufficient to get a letter that states her graduation date of March 2018?

 

She has up till mid-May to take the exam in order to be eligible to apply in September 2018. The other alternative would be to wait for the green card and hope it comes before May. But that seems more risky as we don't know when the process will finish. The exam needs to be booked well in advance and waiting for the results also takes a couple months. 

 

Any advice or suggestions will help.
