visa status

I am Dv applicant and I had a visa interview on December 10,2017 after my interview the respected intrviwe officer gave a 222(g)paper that requests additional document through DHL so I did summited the regusted document after 5dayes then I waited for some time the dhl sent me proof of delivery and I called the embassy they told me the document is deliverd

 Since then I check my visa status 2 times status date updated but still on AP after 2months I wrote an email to aske about my visa status they wrote to me there will a delay processing my visa because of need of mandatory adminstretiv process finaly last week they called me and asked me the same questions that I have been asked during the interview is this a normal visa processes can some one give me explanation on this am I at my final process to get a visa thanks in advance

My country is Ethiopia and the document is non martial certificate

Ok. I'm stumped at as to what the delay might be then...sorry. Hopefully it gets resolved soon, but I can't give any more insight
