yes, indeed my university is applying  straightforward for H1B and waiver at the same time. We cannot apply for express process anymore, so it may take up to 6 months 

If you are in a time crunch, there are exceptions to the ban in the H1B expedite processing. One is that the organization requesting the H1B is a nonprofit (all universities are) and the other is like a severe financial reasons (the university could say that the project is going to have to wait for you and their grant will expire, for instance).

I also need to do a H1-B w/an university when my waiver is done. Maybe they'll bring back premium processing (last year they did around July), but we'll try these criteria otherwise. It is up to UCSIS to decide whether they accept your request or not.

Yes, but if you need to do the H1-B you can still apply with the favorable review and then UCSIS will decide both cases jointly (H1-B & waiver). 

 

(I'm still waiting to see if the waiver is approved. They need to request the "sponsor views" and I've sent an e-mail to see if they do it, but it has been 9 business days and they haven't replied.) 

oh yes for H1b should be fine...for AOS it is not recommended. In fact I had to wait until I received the actual waiver.
