We will be submitting for my wife's ROC next week. I am the USC and I for the most part have prepared the application.

Should I indicate myself as the preparer on the I-751 form and have the cover letter be from me? Or is it better that it all comes from my wife?

If I'm not indicated as the preparer, can I still contact USCIS on behalf of my wife in case we need to make an inquiry?

Just have her sign as the preparer. When calling they talk to the applicant, petitioner or attorney of record. We usually just call 3way if hubby isn't home.

06/02/2015-Called Service Center (still no NOA1) Service request found out wrong address on paperwork! :(

06/03/2015-Called to get address updated Ar11 online add change didnt work-got infopass for June 10th

06/10/2015-Went to info pass appt. Hubby got a 1yr. Extension stamp in his passport and biometrics done

08/12/2015-ROC Approved. Got letter in the mail.

08/29/2015-received new card in the mail.

As this is a joint petition, one of the two signing parties is NOT considered the preparer. When I spoke with an imploration officer, she indicated that the preparer would be an external party in some official capacity, like a lawyer or translator, if you used one. You do not need to indicate which one of you actually filled the form out if both of you are signing, so leave that part blank.

For the cover letter, should that come from me, for example "Dear USCIS, encolsed please find an I-751 for my wife, Jane Doe...."

Or is it better for the cover letter to sound like it is coming from my wife? Or does it not matter?

How about, "... Enclosed please find the application and supporting evidence for Jane and John Doe..." Then you both can sign.
