Do I have to wait until the IV fee has been accepted and the DS-260 completed before I email my AOS and IV packages? Or can I email them both in (using the AOS barcode cover sheet) now that the AOS fee has been accepted? I've read conflicting messages about this, so I was hoping for a definitive answer. Thank you in advance!

You can send them both now that you've paid the AOS fee.
