A high visa fraud country is one with a high rate of visa fraud. This could include, for example, Nigeria, Egypt, Ethiopia, Ghana, Sudan, Niger, and essentially any poor country. High visa fraud countries are usually not part of the visa waiver program. So if you live in a country where you have to go to the embassy to get a tourist visa, that pretty much means the country is considered high fraud for most visa types. Politics and prejudices form the basis in many immigration decisions.
