I called the NVC and asked them if i needed to send in a local PCC. She said, at this point if your interview is in Madras, Bombay or New Delhi no local PCC is required. only RPO.

So i didnt believe her. I said NO WAY! prove it!

She gave me a link.

This is what the link reads.

"Police Records

Indian Police Clearance Certificates should be obtained as follows:

All Indian IV applicants aged 16 and above, residing in India, should obtain police certificates from the local Passport Office.

Indian passport holders applying for visas outside India should obtain a statement from their local embassy or consulate confirming they have no criminal record.

Non-Indian IV applicants residing in India should obtain police certificates from the District Police Station serving their area of residence.

Indian police certificates are not available for foreign (non-Indian) applicants applying outside India. "

So at this point, i have EVERYTHING i need, im still going to get the local PCC and send it in, because im freaking out and im a worrier.

So i just wanted to give you guys that excellent news! but what are your thoughts, should i really wait to send in the Local PCC or no.

Of course, it is NOT NVC, the Consulate issues the visa after verifying their local requirement of documents. Otherwise, they will put in AP (Administrative Processing).

I also got the same news from the NVC operator. The problem is if you call back enough times to the NVC and ask them you will get mixed answers. Some will say only send the Passport PCC and others will say send both PCCs. There does not seem to be a 100% consensus over there at the NVC amongst the operators bc this rule change is so new. At least there is written proof or documentation of this on the Reciprocity page.

IMO the Consulates in India are one step removed from the NVC itself. Even though they are under Dept of State, they are probably not as well trained in all the newest and latest forms, rules and procedure changes as the adjudicators here in America.

As such most likely the Consulates are still expecting to see both PCCs. This is evident by the fact that both PCCs are listed on the New Delhi website. Since the Consulate is first to see the petition, I am going to do like you and wait for my District PCC so I can send it in to the NVC (so the Consulate will see it).

And now let me tell you a fact!

We had local PCC from SP office and other one from PP office. You know why?

As per the police records guidelines, the PCC must:

Cover the entire period of the applicant's residence in that area

Be issued by the appropriate police authority

Include all arrests, the reason for the arrest(s), and the disposition of each case of which there is a record.

The one from PP office doesn't state all of those. But the one from the local police station clearly specified all of those and even affixed my wife's picture on it.

I just called Chennai US Consulate, and she said the local PCC is NOT required. What the HELL should i do, should i wait another 20 days for my local PCC or should i submit it to the NVC without local PCC or just wait?

Thats really good news that only one PCC is required.

But when I did couple months back I did both the PCC police and passport, and in fact actually it was much easier to get the police pcc. It was easier to track the police pcc and follow up with it compared to the passport.

For beneficiary who are from gujarat. They still need to get local pcc, but they don't have to submit it to the NVC. NVC only require passport pcc, but in order to get passport pcc .. one has to submit original local police pcc.
