Living in Toronto, for reasons I am not sure. The USCIS sent my file to Vancouver which i see had a shorter time wait then Montreal. Vancouver was quick to stop the process and delay and transfer the file to Montreal which then took several weeks. Montreal being month behind, this only added to the frustration as I had already received my packet 3, and booked my flight, hotel and appointment with medical.
I found the information lacking in the prodigal and procedures from the two consulates huge in there variation and Montreal not clear what so ever. Where as Vancouver gave you a clear step by step instruction. Montreal just sent you on a strange link finding mission. I booked my interview, as I had already taken my medical as per instructions following the Vancouver packet 3 steps, Montreal demanded I send them more documents which i promptly did. I did a trace on the package and Montreal did receive them, no word. two weeks later they inform me they have tight security measures and couldn't inform me one way or another. They then promptly cancelled my appointment that i was already waiting for 30 days for, the next day they sent me my packet 4. How frustrating, another 35 days wait until i could see someone. Even though they had all my paperwork, photos and newly transferred file it took two months for them to process due to delays.
In the end when I finally did get into my appointment it took less then 15 minutes to get through the whole process. I should of done with out the extra delays however
