8:30 AM, arrival at the fortress. Appointment was 9:00 o’clock. There was a queue, majority were the same persons who did the medical the day before. Guard was only letting one person/one family component at a time. Once inside the gate applicants and bags were screened by detectors and told to leave electronic gadgets at the guards’ post. Me and my daughter were handed a number, 23.
Instructed to proceed right ahead to the first floor. There were applicants already seated and waiting for their turn. The clock went on… tik tak tik tak…t’was about eleven when my number and name was called. I approached the window partitioned by a glass and said my courtesies. The consular employee(a petite, serious looking but nice and well mannered black) initially talked to me in Italian, asked for the forms and supporting documents. Then all of a sudden she was conversing to me in English. She asked for my BNL (Banca Nazionale del Lavoro) receipt and told her I got none. She explained I have to pay a fee of $350 per head at the cashier and get back to her to submit the receipt. I went to another window in that same room which is designated for that purpose and got back to her. She took the receipt and told me to go have a seat and wait for my name to be called.
As the clock was ticking and tacking, my pulse was crazily going wild. A migraine was at the horizon and I felt that a stroke was on its way. It went worse when my name was not called after the person who was in line right before me. And it was worst when those two applicants ahead of me were denied and it took sooooooooooo long for the interviewing officer to call my name.
One o’clock past, that particular name was called finally. The standard formalities. Then the overused, too popular phrase, “ raise your right hand blah blah and blah…”. The younger- than- me( by 15 yrs perhaps) interviewing officer started with a question, “how did I meet my fiancé”, followed by when did I meet him in person, If he by then have preferred to stay for good, what kind of work he does, how do we communicate. I said we skype /ym in the morning and in the evening and we talk on the phone in between and added that I prepared our chat logs to show it to him. Handed him the prints and while he was checking I was contemplating on which of those dozens and dozens of proof will I hand him next ( I had more than 10 kg of it). He seem not to be interested. Then finally he asked if we have photos and I eagerly gave shots of our first and second meeting.
I was thrown off balance thrice in a row. First he asked me if my fiancé still lives with his ex-wife. (WOW!!! He seem to know more than me) I said no. He said how can I be sure of it. I said I made a detective job of finding out who he really is before I even started chatting seriously to him and added that the ex (I mentioned the name) is long gone before we met. Second, when he asked me about my family background. I did not expect him to have knowledge of it. I was taken aback as I have already forgotten about the B-2 visa I filed 4 years ago and it was from there where he was basing his questions. Thirdly was about my unthumbprinted police clearance from my home country.
The IO seemed to be so confused (more than me I think). He issued me a Refusal Worksheet checking Section 221(g) of the INA wherein I have to submit Police Certificate from the Philippines.
I asked if he’s gonna issue me a visa If I get to submit what he is asking. He sez yes. I asked, how long? Couple of days. Well, after a long wait of 8 days I receive an email from IV Naples informing me they got my police cert but they want me to send my old passports too. And when they got hold of those passports they emailed me to schedule for an additional interview.
I went back in Sept. 22 for a second interview but like the first I was not issued a visa. I was told that my case will be sent back to where it came from and that they will notify me in a couple of weeks. They never did!!!
