My wife submitted her notarized Birth Record at her interview. Officer didn't see it and denied her Visa. Stated that she needed a birth certificate. It took 3 weeks for my Congressman to sort this after my e mails to the consulate were answered with a generic replies. A huge inconvenience for my wife to travel to another city to re-submit her passport after it was sorted.
