I see there isn't much information here, so I'll add what I can for those in the future. The Malawi consulate is pretty much like anything else in Malawi. Slow, but functional. We had pretty good luck with everything so far, but here are a few things that might be helpful to know:
1. It's helpful if the Malawian calls the embassy (stock up on airtime first) and asks if the petition has arrived, post-NOA2 and NVC notices. I was in Malawi and didn't have much phone/email when the petition arrived in Malawi, so Andrew called once or twice a week just to check up on things.
2. Once it does arrive, you'll have to go to the embassy and pick it up. There are only certain times you can do this. For example, we went on a Thursday and were told I wasn't allowed in after 11am on Thursday, as it wasn't a US citizen day. Andrew, however, got his packet with no issue. Also, no one works at the embassy on Fridays. Like, no one is there, nothing happens.
3. When you've completed the packet, you'll have to schedule the interview at the embassy via phone/in person, I believe. We're still working out the kinks here, but you can't schedule the visa interview online. You have to go back to the embassy to make anything happen, basically.
That's as far as we've gotten so far, but overall they've been pretty helpful to us. If you've been in Malawi, you know how things work. Since the US embassy is mostly run by Malawians rather than Americans, things don't work much differently there than at any other office in Malawi.
