Manila embassy was packed! I was scheduled for a 7:30am appointment. I was there at 5:45 and I regretted it. June to August is rainy season so beware. Stood out there until 7am then was given my number. It is a waiting game there. Took me 6 hours before I was released.
Forms asked upon entrance:

passport taken out of cover
appointment letter first page
Go through inspection and out to the ticket booth.
give the forms to the booth and they will give you a number/ticket.
Proceed inside and dont wait outside. It's cooler inside plus you have to give the forms to a greeted inside bc they will pass the forms to window 39.
Sit in a chair in between counters 40-65. It's closer to the counters you will be first called to.
You will have to come near a counter 4 times.
1.finger scanning
2.Filipino pre screener
3.American consul
4.releasing
Finger scanning and pre screen can interchange.
prescreen requires receipt of payment, NBI, birth certificate, CENOMAR,I-134,1040, w2, and pictures of me and my fiance.
American consul took like 3minutes with 4 questions.
It was about to rain when I got out and a few minutes later it was pouring and there was flood so bring slippers or wear vinyl flats or boots. :P
They had a lunch break so I had to wait another hour to be told to go home.
It's just the wait that was painful. People were really nice
