Overall the process went very smoothly except for one wrinkle: The packet 3 instructions stated you needed a police certificate if you stayed in another country for 12 months. My fiancee was in another country for 11 months but when we handed in the papers the police certificate was marked as required. When we went to the window again to be interviewed, I asked the consular officer why it was required if the packet 3 instructions did not list it as a requirement. He agreed that it was not required but wanted proof that my fiancee had only stayed in the other country for only 11 months...
We noticed (since you can sometimes hear other people being interviewed) that if the beneficiary was there by themselves the first question was "Where is your fiance(e)?" and there seemed to be more questions about the relationship. I was surprised when the consular officer sworn us both in and interviewed us.

My fiancée arrived 10 minutes Before the suggested time of 7:30am, 1/2 hour before they open the building. There was already a line, and it was raining. Demonstrating compassion not normally observed in Government workers, the
Embassy opened the doors early and allowed the line to come in out of the rain. The process within was typical of a government run facility. Take a number, wait for your number to be called, proceed to ( ) window, surrender [ ] documents, please sit back down and wait to be called again, etc...
After a couple of laps around the interior 'window shopping', it was my fiancée's turn for the interview. She was given the option of being interviewed in English or Korean. The Consulate interviewer was an American born Korean, and so spoke both languages fluently. My fiancée chose English, and just a few questions later, she was done. My fiancé was there at 7:30am. She was the first in line to get interviewed and she was in and out within one hour. The doors open at 8am and they apparently check your bags as if you were at the airport. After you get inside they checked my fiance's passport on the first floor. You have to surrender your cell phone. Then you go up to the 2nd floor and they check your passport again and put a barcode on it. You then go up to the 3rd floor and take a number. Since my fiancé was the first one there she was number 1. Then she waited until 8am when the office officially opened. At 8am they took her papers and she sat back down. After 30 minutes she was called for fingerprinting and then told to sit back down again. Another 30 minutes went by and she was called to the consul for her interview! It literally lasted less than 10 minutes with her just asking "Where is he from?" And "When did you meet him?" And "Where does he work?" And "When was the last time you saw him?" The wait was a little long, but the interview went smoothly. It took about ten minutes.
