Help ??? Joint Cosponsor request after interview

My finace attended his interview yesterday and the officer stated i make more than enought, however i have too much money going into my 401k which made me short $400.. They request that we get a co signer. does the joint sponsor neede to cover the $400 or the 125% poverty level for a family of 4?????
