Yes, it might be cheapest and easiest to just re-take the written exam at the DMV and get a US license. It won't cost too much. The worst part will be waiting in line.

I think the issue with the SSN depends on this: when you're filling out your taxes, they don't ask about what you've earned since the past APRIL, they ask about the previous CALENDAR year, Jan 1 to Jan 1. Am I correct on this?

Yes, it is very normal for insurance companies to ask for a SSN. They want to make sure you don't default on your payments, and if you do, they need to be able to slash your credit score, which is tied to your SSN!

It could depend on a variety of factors, and it may not help that you are from Colombia. But if you have everything ready and are respectful of them no matter how obnoxious they are, that will be your best strategy.

Certainly having ~4.5K USD debt on a credit card is not a big deal for anyone; fiance, uscis, etc. It's not insignificant, but I wouldn't worry about it.

I think JustBob pretty much hit the nail on the head with this one. Her ties to the US are too strong, and once she's in, it will be hard to get her out if she doesn't want to leave. And she might just decide to live with her daughter in the US - this is a common case.

The idea here is that your brother needs to show USCIS that he's tied to Canada, and will not try to live permanently in the US, or to stay for an extended period.

Definitely don't indicate that you are the father. It's not worth the risk of them looking into it and finding out you lied. This would definitely result in a rejection and much trouble.

With regard to the capitalization issue, I'd advise using all caps. This is what most sites and services use.
