      you did not send a 'complete' ds-230 package, so you must have uscitizen spouse talk with NVC on Monday about the checklist letter, USCSpouse must follow up with tracking down the paperwork trail of the 3 seperate shipments (I-864, DS-230 and NBI) . Is it a false RFE? Hard to know, for certain, but I'm leaning twoards yes.
