    Hey!

    I believe if you read the instructions they sent with packet 3 - you send back the one form immediately.. then gather everything else you need that they list. Once you have it all together and sign the "ready" form.. you send that to the consulate. Once they receive ALL of that.. they will respond with Packet 4.
