Oh, glad that your family can get Info Stamps. We also tried that, but it was declined for unacceptable reason (no fingerprint). When I did chat with a representative from USCIS, they said it wouldn't matter whether you withdraw first or not when you file a new I-751 through petitioner's USCIS account. They also told me that they don't know how much it will take to withdraw.

We filed I-751 again through using my wife's USCIS account last December, and it only took 11 days (including weekends) to get the extension physical mail. We get a new receipt number and online access code. Then, we are able to add the case to my wife's account. Following the receipt notice, we could check that a fingerprint appointment was made about a month from the filing date. We couldn't wait for any response back to my USICS account, because of her DL and other health insurance issues. It cost me another filing fee, but I think it is worth the money. She has her DL and health insurance renewed. As we get everything we need for now (extension letter, fingerprint appointment), I am planning to upload and send a letter to USCIS to withdraw the case on my account.

After 30 days from the initial submission, we also submitted a “Did not receive Receipt Notice” inquiry, and that inquiry is now with the National Benefits Center. My account shows a receipt number (IOE…), and the status says “Case was received and a receipt notice was sent,” even though we have not received the notice.) However, since withdrawal cannot be done instantly online and must be submitted as a written request, we are concerned that re-filing could cause complications or duplicate filings.
