For Jordan's Non-Criminal Verification, you only have two options: you must either appear at a local police office, or at a consulate or embassy. The only alternative I can think of would be to contact the embassy directly and make arrangements(if possible.) Local police departments will not facilitate the certificate for citizens outside the country.

NCRC is difficult to use to verify, and I have had to rely on local resources to reach the website and verify the certificates. The embassy seems to garner the most success in positive outcomes, as I always seem to get verified certificates after they reach out to their embassy to get help.
