My petitioner has not lived in the US for basically her own life minus a few weeks, we plan to move to the US 2 years from now, we don't have an address in the United States but plan to secure property paid in cash months after the petition is submitted. Is it ok for now to put to be decided as we know this petition will take a while?

The issue isn't I-864 sponsorship. This is a family reunification visa. The petitioner MUST live in the US.

Typically the petitioner for a family based or family reunification visa has to show plans they intend to live in the U.S. What visa class are you trying for? Do you have other qualifying relatives that can petition for you living in the U.S.?
I am trying for an immediate relative visa class for child of citizen, for financial sponsorship I do have other qualifying relatives who can financially sponsor me.

Bit of context: I'm 18 and a child of a US citizen who left before 14
I know for I-130 it can be filed anywhere but for the affidavit of support later during NVC processing, I require a financial sponsor who is living in the United States. The issue is my parent does not want to move back to the US (She only got her citizenship via her birth certificate) for political and personal beliefs, is it possible to get a joint sponsor for I864 as I know some family members living in the United States who are citizens/LPRs?

My petition isn't approved as of right now, but I am asking in advance. Since the new I-485 for AOS cases has integrated I-864W into I-485, that leaves the consular cases out. Will I-864W still work on the consular side for those outside the US, or do I have to do I-864? (Filing for children only)
