I don't live in Turkey anymore and I need to request a police clearance certificate for my upcoming interview at the US embassy in Warsaw, which explicitly requires a certificate from EACH country where I've lived for over 6 months, but I'm having issues obtaining it. I lived in Turkey for over half a year but my tourism based residency permit was denied, and I had to leave the country, and from what I've seen without the residency card number (ikamet) it's not possible to get that police clearance, known as ARSIV KAYITLI ADLI SICIL KAYDI. The lawyer companies in Turkey I've contacted so far haven't been very helpful and all requested nearly a thousand dollars to get this done but I'm very sceptical about this, none of them sounded certain it can even be done. I know it's a long shot and maybe too much to ask, but if someone local could get in contact with their General Prosecutor’s Office or Ministry of Justice of Turkey and ask if it's possible to get the certificate without residency, that'd be a huge help. So far I haven't even been able to receive any official response stating that I require ikamet in order to obtain the certificate, but whether applying for it online or in-person, a valid Turkish ID is requested. I'm worried that without at least some sort of confirmation from Turkish authorities, the US embassy in Warsaw will deny me my K1 visa over not providing an official response explaining for lack of certificate during interview. I might be willing to travel to Turkey myself to sort this out but so far I don't think that'd do anything just because I don't have residency.
