    I imported one last month. Having heard about this requirement I took it a car wash. There was still visible soil on the underneath, particularly around the wheel wells. So I took it to a detailing service who thoroughly cleaned it. The next day I headed south, but the agent didn't inspect it. In fact I don't think he even looked at the car - he even asked me what colour it was.
