Your post is really long, I have some comments and questions for you.
When you marry to a Dominican woman, and you have money if her family needs help, then you are supposed to help in the way you can, it means money, clothes, medicine or medical attention whatever it is.
You started a very bad conversation when you talked to her about that you called to immigration for deporting her and her son. Why you didn´t hire a detective? You started the fire like we say here.
If she is in a safe house, she needs money for her and her son living expenses, if she took that money was because she needed it. You are talking like if you was stealing from you. You were her husband you are financially responsible for her, you signed the affidavit of support, right???
Now that you got the emails and other stuff with her ex, now you have something but you started all this mess for a simple comment about something that somebody said to you.
Maybe she loved you but you pushed a button, never do that again.

You were responsible for filling the AOS, now she is in a mess so you are responsible for helping her as much as you can. Take her home, move your mother to other place and talk to her, just you and her without nobody else.
If she decides to go back home, then let her to go. You both are under pressure now.
