There's no guaranteed timeframe, unfortunately. It could take days, weeks, or months. You'll just have to wait, like the CO said. The expedite was only for getting an interview slot. After interview, there's no expedite for the visa processing. If the medical expires before the consulate issues the visa, your father will need to re-do the medical.
