    To the OP, they will not decide on the N400 until the I751 is finalized, so I agree with @Mike E, take you I751 package to the N400 interview and discuss it with your IO.  The IO may not be able to approve both on the spot, but at least you get a real in person discussion as to what is holding up the I751.
