It was the latter for us, but I have been very hands-on in the process. The actual filling out of DS-260 is just mainly data entry, remembering addresses, so they add little value but made sure to review what I had entered. -

I uploaded a signed cover letter explaining the lack of W-2s due to overseas employment as "FORM W-2 WAGE AND TAX STATEMENT" along with overseas tax documents as " FOREIGN TAXES" (same as what you're thinking) Still waiting to be reviewed but I believe this is the recommended practice around here.

Hopefully this will make an impact on public inquiry response times which is almost nearing review time for Document Review. Yes I'm sure they're getting a ton of trivial inquiries, but there are legit inquiries that require the use of this channel. Sucks to be stuck in this queue.
