Very. And Yes, we thought about it too, but it is difficult for me&my husband to travel with our toddler. Plus, it's easier (in every meaning of the word) to fly one person across the Ocean than three. I had no idea that having my Mom over for a visit would be such a big problem. Mission impossible.Frustrating indeed. What about visiting a nearby country together? I know it's not your first choice but it would be better than nothing.

for example, my fiancee a few years ago. she wanted to visit for the holidays, yet she couldn't because they did not grant her a tourist visa. I, at the time, was living in Mexico. I had a good job there and for us, at the time, we were not ready to get married. Even if we were to get married at the time, I would not have been able to bring her to visit the states with me because the CR1 and K1 visas are for people living in the United States with income from the US. See what I mean? No category for that. It was either get married (via K1 or CR1) and uproot my life to live in the US or keep on gifting money to the US Govt so that they have the pleasure of denying her again and again. It is ridiculous. I feel for the OP. Her mom wants to spend time with her in the US, but prefers to live in her home country. Considering that she was denied a few times, it is highly unlikely that she is granted a visa. Where does that leave her? All or nothing. Green card or out.
That is the OP's dilemma.

You have a conflict of interests. You say you would "like her to move" but she says she only wants to visit for "holidays and vacation". If you can convince her to want to move, properly, then you file for her to get permanent residency. If she's only wanting to visit, she'll have to keep trying for a tourist visa. There's not really an in between state - if she eventually got a GC and still didn't want to move, she wouldn't be in the US enough to keep her status and would lose the card.
I would like to have my mom over yes. Have her live here against her will? Never. I'm sorry if my post was confusing. I meant to say that we are only trying to have my mom over for a vacation or holidays, not to live here forever. So there's no conflict of interest.
I see your point about maintaining her GC status... we could take care of it by having her come over 2x year

The OP strictly wants her mom to be able to visit and is asking how to do that. Don't get caught up in the "liker her to move" line.

there are no visa categories for her. If she wanted to be an illegal then maybe she would have better opportunities. For awhile, I was in the same boat as you.
This is sad that there's nothing a person can do to have family over for vacation or holidays.... Being illegal here? Sorry, but in my opinion it is not worth it.

I only thought about green card because they have denied her B2 visa twice already and I'm tired of dealing with nonsense (they do not even tell her why , just denie her!). She has been having (and still has) strong ties- good job, her own place (owner), bank account, rest of our family. ...she doesn't want to live in States because she has a good life where she lives.No greencard, tourist visa only. She doesn't intend to live here so why would you go through that long, tedious process? What kind of ties to her home country did she have? She's going to need some pretty strong ones to get a b2 with a USC daughter.

Hello,
I would like to have my mom over for a visit (4 weeks top as she claims
) but she has been denied Tourist visa B2 TWICE (no reason indicated ). I have no idea why and have no way of finding out more about it.I'm citizen since 2013 and would like to finally have my mom over.
Considering the fact that my mom doesn't want to live here (only visit for holidays and vacation) and she got denied twice in a past for B2 visa (in 2007 and 2009 I think) what option is best for her?

JUst came home and saw an email cris for the first time..thank God its card production now for my I-485, now just for the real GC. Good luck to upcoming interviews and congrats to gc, ead and ap approval.
Greencard received in mail today...yeah...time to update status with social security....Best wishes to everyone waiting for interviews and CONGRATS to those who got APPROVED...
Congratulations to you guys!!!!! Time to celebrate and enjoy your new status!

I`m sorry to hear that
I know how bad it is to wait for ANY updates or moves from USCIS and get nothing for a long time!!!! My suggestion to you-> make an Infopass appointment. I was waiting more than 120 days for my EAD and once I made an Infopass everything started moving forward! :-)Hope it helps!!! Head up! and don`t give up ... I`m sure it will be all right!

Hi everyone sorryjust got home but I made a phone call to my friend gemindsims to spread here the good news
Approved Its a nice lady that interviewed us at around 9:40 we were done by 9:58. The normal proceedings I guess she ask our names, whendid we go tmarried, the joint statements, such as bank account, utility bills, our health insurance etc. Its funny because I was giving her this paperworks to her and explaining what it is then she said oh ok this is enough hehe 
Then she ask for our photos and its 3 album from the first meeting to the second to the wedding and she get like 6 to 8 of each album, so she had lots of photos of us like i guess 20 to 25 hehe. Then she said shes gonna approved me.. We talked for awhile shes a psychology major and she noted that im a registered nurse and few chit chat. Then she give me like a welcome letter is that how everybody gets? I thought they will send it thru the mail? And I came home and i have done the address change online because we paid the new apartment already and I can send my mails there now. So that is the reason too why I wasnt able to go home fast. And I looked online and my case doesnt change yet. It says still pending. Anybody had this case? And about the welcome letter did the IO gave you one? its like 2 piece of paper that she gave me. Thank God this is over. Still im worried that my GC will be lost in the mail
