it's nota matter of the notice not being delivered.. my case has not even been moved form NOA1 to NOA2 -

Sent a request for help to Chuck Schumer.
the DHS Umbudsman will get a request too, but they do specifically state that the cannot help with long delays in cases at this moment: Still worth trying of course
Typically, we can assist with cases pending outside published processing times (but please wait at least 30 days past the “Receipt date for a case inquiry” with USCIS to reach out to us), or when there are no published processing times and your case has been pending for more than six months. However, at this time, we regret that we are unable to immediately assist with individual cases outside processing times if that is the only issue you are encountering. We will continue to work with USCIS’ leadership to address its lengthy delays across various USCIS forms as a systemic issue. We will notify the public when we are able to assist with these types of cases again.Still worth trying of course

We filed Nov. 1st 2020, got NOA1 the same day.. then nothing
the 'case outside of normal processing time' date came, I filed a request, got he standard reply that 'we need more time and I'll hear within 60 days'
those 60 have passed and still nothing.
did the form again, march 4th 2022, and no response to that either.
Should I take some other action, and if so , what?thanks for your input and encouragement,
