The usage of unemployment compensation is not a negative factor held against them. Use it if you qualify.
If unemployed at the time of providing the I-864, that would be an issue as they won't have qualifying income. Or if unemployed at the time they interview and the CO learns of this, they may want a new I-864 (which again they would not have qualifying income).
A joint sponsor can be used if necessary.
