actually it seems that USCIS has been speeding up the process. Some California F2A filers from March and April '19 have been receiving approvals and June '19 is already being transferred to other offices.
From what I read in other places, a case that is transferred to speed up processing still falls under processing time from the original center. But I have no source for that other than hearsay (from folks that called USCIS hotline).
After all, the times for all centers are only rough estimates and you'll know that they've worked on your case when you receive approval or RFE
