It is currently suspended, but that doesn't mean the public charge rule disappears.....USCIS is going back to the old rules from year 1999.

Yeah, the new fees from Oct. 2nd are:

• Form I-485 ($1,130.00) 
• Form I-130 ($550.00 online filers; $560.00 paper filers)
• Biometric Services ($30.00)
• Form I-765  ($550.00)
• Form I-131  ($590.00)

Pay stubs, any document that proves your household income would help and they will possibly request the tax return transcript at your interview. An explanation letter won't hurt I believe! I agree with the other two comments, the instruction asks for "your" liabilities & debts instead of you and your household members, so only beneficiary's liabilities & debts would be needed.

If you don't have credit report, you need to provide evidence. It totally makes sense if you just arrived USA and have nothing to provide. You can show a page that shows no credit scores available and also provide some bills you paid on time before as evidence of good credits. Just provide as much as you can I think. Yes, it is for beneficiary, the non-US citizen. In the instruction, it does say that if you don't have the required document, you just need to explain the reason with supporting documents.
