please which is better for spouse/CR1, filing i-130 online and package and send to USCIS address

Please help me clarify this question in form i-130 ....how many times has spouse being married, my husband is my first marriage. Does this question means prior to marriage or what. Please help

we are not trying to cut corners, that is why we are making enquiries to see what can be done during this travel ban. we believe since non-immigrant visa is open for visit, probably they will allow spouse to visit their husband or wife for short period depending when the ban is lifted hopefully.
i were also thinking whether we should just file for immigrant visa and wait to see how long it will take. all we are doing here is looking for options.
